Is there a cat in the world who fully understands the tap/sink/water concept? Probably, yes but I haven't met them.
Ralph and Ivy certainly don't though after a period of trial and error (every time, not just the first time), Ivy occasionally manages to drink from the tap without her ears catching all the water.

LOL! From the time he was a kitten, about eight years ago, my cat has pretty much only every drunk from a running tap -he sits in the bathtub until someone turns it on for him. I am sure he drinks from puddles or the dog's bowl etc but only if absolutely desperate!
3 of my 4 cats demand to drink from a running tap!! They run ahead of you when you are entering a room that has a sink and are waiting patiently when you arrive....and I thought when the kids grew up I would have the bathroom to myself...
My cat Simba loves to drink from the bathroom tap too - but the water has to be running at the right rate for him or he refuses to drink!
